ACCRA, Ghana—President John Mahama has formally signed into law the COVID-19 Health Recovery Levy Repeal Act, 2025, effectively terminating the one percent levy that was introduced at the peak of the COVID-19 pandemic. This fiscal measure was originally implemented to generate critical revenue for the nation’s health sector, specifically targeting expenditures related to the containment of COVID-19 and supporting broader economic recovery initiatives following the severe disruption caused by the global health crisis.
The one percent levy was applied broadly across the economy, encompassing various goods, services, and imports. While intended as a temporary necessity during an unprecedented period of public health emergency, the tax had become a point of public discussion, with its continued relevance being debated as the pandemic risks subsided. The signing of the Repeal Act, therefore, fulfills a political commitment to roll back temporary crisis-era taxes that were no longer deemed essential.
With the presidential assent granted today, the controversial tax measure is now officially repealed. This legislative action brings a formal conclusion to the temporary fiscal policy introduced during the global health crisis, marking a significant step in the government’s post-pandemic fiscal restructuring and signaling a return to pre-COVID tax arrangements for consumers and businesses alike.
