Accra, Ghana – The Ghanaian government has confirmed the non-renewal of the contract between the Youth Employment Agency (YEA) and Zoomlion Ghana Limited, which has officially expired. The decision comes in response to a petition raising concerns about the agreement.


In a letter dated April 27, 2025, the President’s office acknowledged the issues and outlined several key actions. A comprehensive audit will be conducted on all payments made to Zoomlion subsequent to the contract’s expiration, with a strict directive against further unauthorized payments. Any such payments will be recovered.
Looking ahead, the government plans to overhaul the procurement process for sanitation contracts. Cabinet has directed a shift from a single national contract to regional or district-based tenders, promoting competitive bidding among private firms.
This new approach aims to reduce costs through competitive pricing and encourage innovation in service delivery. A cabinet subcommittee has been tasked with developing the implementation modalities.
Furthermore, the government intends to increase sweeper fees to a more livable income, anticipating potential cost savings from the revised procurement strategy.
Finally, fumigation contracts that have not met performance standards will undergo review and potential termination, subject to the Attorney-General’s advice.
