The government of Ghana has advanced its commitment to sustainable ocean governance following high-level diplomatic talks with the Royal Norwegian Embassy regarding a proposed “Ocean for Development Programme Ghana.”

The Norwegian delegation, led by Ambassador Dr. John Mikal Kvistad, met with the Minister for Fisheries and Aquaculture, Emelia Arthur, and officials from the Fisheries Commission to solidify a partnership aimed at transforming the nation’s aquatic resources.

This collaboration follows Norway’s formal pledge to support Ghana’s Blue Economy Strategy, aligning both nations under the objectives of the High-Level Panel for a Sustainable Ocean Economy.
Central to the discussions were critical priority areas including sustainable fisheries, aquaculture, and the protection of marine ecosystems.

Both parties emphasized the importance of research, digital innovation, and blue finance in building economic resilience. A significant portion of the dialogue focused on maritime security, specifically addressing the persistent challenges of Illegal, Unreported, and Unregulated (IUU) fishing.

The Norwegian partners clarified that the initiative will be demand-driven, ensuring that the resulting framework remains strictly aligned with Ghana’s national priorities and institutional coordination needs.

Following an overview of the proposed initiative presented by officials from Norad, the two nations agreed to commence technical engagements and appoint focal persons to develop a comprehensive programme framework.

The partnership will officially begin with an inception phase dedicated to strategic planning and technical cooperation before the signing of a formal bilateral agreement. This initiative is expected to serve as a catalyst for sustainable growth, leveraging Ghana’s marine and inland water resources to promote long-term environmental health and shared prosperity.
