Accra, Ghana – In a significant move to reform and consolidate the country’s civil aviation laws, Parliament has passed the Ghana Civil Aviation Bill 2024. This landmark legislation aims to empower the Ghana Civil Aviation Authority (GCAA) to regulate the aviation sector’s safety and security, ensuring a smoother and more efficient operation.

The new Bill repeals the existing Ghana Civil Aviation Act, 2004 (Act 678), which had become outdated and cumbersome. According to the Committee, the previous legislation was scattered across multiple laws and international protocols, making administration a challenge.

Key deficiencies in Act 678, such as the lack of provisions for applicable rules of air over the high seas and state safety programs, have been addressed in the new Bill. This brings Ghana in line with international obligations as a member of the United Nations and the International Civil Aviation Organisation (ICAO).

The passage of the Ghana Civil Aviation Bill 2024 marks a significant milestone in the country’s aviation sector. With this new legislation, Ghana is poised to enhance safety, security, and efficiency in its skies.
