The Parliament of Ghana has passed the Road Maintenance Trust Fund Bill, 2025, a landmark legislation aimed at improving and sustaining the country’s road infrastructure. The Bill establishes a dedicated Road Maintenance Trust Fund to provide sustainable financing for the upkeep and rehabilitation of public roads, bridges, and related infrastructure nationwide.

The Fund will be financed through various sources, including parliamentary appropriations, a road maintenance levy on petroleum products, vehicle registration and inspection fees, and donations. At least 90% of the Fund’s annual revenue will be directed towards routine, periodic, and emergency road maintenance activities.

Minister for Roads and Highways, Kwame Governs Agbodza, hailed the Bill’s passage as a milestone for Ghana’s transportation sector, emphasizing that it will promote a modern, transparent, and equitable framework for road maintenance, enhancing safety and promoting economic growth nationwide.
