The Ghana Shippers’ Authority has reaffirmed that shippers shouldn’t bear the financial burden of delays caused by third-party actions, such as scanner breakdowns and system glitches at the Tema Port ¹. This stance comes amidst significant delays that have impacted the cargo clearance process.
In a statement issued on December 24, 2024, the GSA emphasized that shippers using Ghana’s ports shouldn’t be held liable for delays beyond their control. The Authority urged cargo interest holders, consignees, and service providers to report any unfair charges to the GSA for investigation and potential refunds.
The GSA acknowledged ongoing efforts to address challenges, including recurring scanner breakdowns at the MPS Terminal 3 and ICUMS system glitches. The Authority pledged to continue working with stakeholders to enhance operations in Ghana’s shipping sector.
Shippers are exempt from charges for third-party delays, and cargo interest holders should report any unfair charges to the GSA. The GSA will investigate reported charges and provide refunds if delays are attributed to systemic failures, demonstrating their commitment to efficient service delivery and protecting shippers from undue financial burdens.
