Ghana’s Finance Minister Dr. Cassiel Ato Forson presented the 2026 Budget to Parliament today, themed “Resetting for Growth, Jobs, and Economic Transformation,” marking the second budget under President John Dramani Mahama’s “Reset Agenda.”
Delivering his address to Parliament on Thursday, November 13, 2025, Dr. Forson stated that the administration took office to find an “economy in distress” but asserted that through determined reforms, Ghana has successfully “restored fiscal discipline, brought inflation under control, stabilised the cedi, and rekindled investor confidence.” He declared that the country’s economy is now “breathing again, stronger, steadier, and full of promise.”
The Minister emphasised a decisive shift in the nation’s economic focus, transitioning “from recovery to transformation,” “from resilience to productivity,” and “from stability to jobs.” He stressed that fiscal discipline is the “backbone of national progress,” vowing that under President Mahama, “the integrity of our public finances will remain sacred.”
The central fiscal strategy for 2026 and the medium-term is to maintain a primary surplus of 1.5\% of GDP on a commitment basis. This goal is intended to reduce debt vulnerabilities and create the fiscal space necessary to invest in infrastructure, jobs, and social protection. Dr. Forson concluded by stating that the budget is a “practical, forward-looking plan to consolidate gains, accelerate transformation, and secure prosperity for all Ghanaians,” marking the next chapter in building “The Ghana We Want.”
