
Finance Minister Dr. Cassiel Ato Forson announced the transfer of substantial funds from the Consolidated Fund to key statutory bodies: the District Assembly Common Fund (DACF), the National Health Insurance Fund (NHIS), and the Ghana Education Trust Fund (GETFund). The DACF received GHS987,965,073.00 for the first quarter, while the NHIS was disbursed GHS2,033,469,607.00. The GETFund received GHS2,710,227,947.00, covering the months of January, February, March, and April 2025.

Speaking in Parliament, the Finance Minister emphasized that 80% of the DACF allocation must be transferred directly to the Assemblies. He also stressed the requirement for expenditure returns to be submitted to the Ministry of Finance before further releases. Members of Parliament were encouraged to monitor the utilization of these funds at their local assemblies.
In response to the announcement, Majority Leader Mahama Ayariga highlighted what he termed President Mahama’s “pro-women” stance, asserting that women would be primary beneficiaries of expenditures made by the Metropolitan, Municipal, and District Assemblies (MMDAs). However, Minority Leader Alexander Afenyo-Markin raised concerns, questioning why road contractors had not been paid for over five months and stating that the fund allocations were long overdue. Ato Forson concluded by assuring the House that he would seriously address their concerns.
