Sometimes, it is good to keep quiet: The Vice Chancellor should be made to step aside for an independent investigation to be done transparently. He is interfering too much in investigations, and we will not stop exposing the rots until the right thing is done.

The new Council Chairman must take a firm position to restore the institution’s reputation by doing the right thing. Some of the union leaders are implicated in serious issues and if these issues are not investigated, they will be exposed.
We will advise the university to put a stop to its communications immediately and do the right thing.
Ghana Communication Technology University’s (GCTU) press release attempts to frame mounting concerns over duplicated and retracted academic publications as “unsubstantiated allegations.” This assertion is demonstrably false. The evidence is publicly available, independently verifiable, and, crucially,occurred under the direct oversight of the Vice Chancellor, who also serves as Chairman of the University Appointments and Promotions Committee (UAPC).
1. The Vice Chancellor’s Oversight Responsibility
The UAPC is the university’s highest internal authority for academic promotions. No paper is counted towards promotion without first receiving clearance, or the “green light” , unless approved by the Vice Chancellor himself.
This means:
• Every duplicated or retracted paper that advanced an author’s promotion was approved by the Vice Chancellor.
• The responsibility for screening authenticity, originality, and ethical compliance of academic outputs rests squarely with the VC’s leadership.
• Any systemic pattern of academic malpractice under this process is an institutional failure, not an isolated lapse by individual authors.

Retractions are the most serious form of academic censure, indicating work that should never have passed internal vetting ,yet these were endorsed by the UAPC chaired by the Vice Chancellor.
4. Why This Is an Institutional Failure
• Not an individual lapse: The recurrence of duplications and a retraction shows systemic tolerance of unethical publishing practices.
• UAPC gatekeeping role: The VC, as Chairman, had both the authority and the obligation to stop these papers from counting towards promotions.
• Institutional accountability: By failing to detect or act against these breaches, GCTU effectively sanctioned academic fraud.
5. Call on Council. GTEC and the Ministry of Education for Institutional Action
To restore credibility, GCTU must:
1. Publicly list all duplicated and retracted papers by its staff.
2. Withdraw promotions granted on the basis of compromised publications.
3. Enforce strict originality checks before any paper is approved for promotion.
4. Hold the VC and UAPC collectively accountable for breaching the trust vested in them.
The duplicated and retracted publications are not “allegations” but documented facts. The Vice Chancellor’s dual role as chief academic officer and chairman of the UAPC places direct responsibility on his leadership. GCTU’s failure to address these breaches is not just an attack on its reputation, it is an ongoing compromise of its academic integrity.
