The Bank of Ghana (BoG) has completed the drafting of the Virtual Asset Service Providers (VASP) Bill in a major step towards establishing a comprehensive regulatory framework for virtual asset activities in the country. Working closely with the Securities and Exchange Commission (SEC) and the Financial Intelligence Centre (FIC), the draft legislation has undergone extensive review by industry groups, state institutions, and international development partners and is now moving forward for consideration by Parliament.
This regulatory push follows a mandatory registration exercise for all virtual asset service providers in July 2025, which provided the Bank with crucial baseline data to inform the design of a market-relevant and fit-for-purpose framework. The Bank has now adopted a structured roadmap for the phased implementation of the framework and the operationalisation of the forthcoming VASP Act.
Immediate priorities include continued consultations with the Executive Arm of Government, the Legislature, and other stakeholders. The Bank also plans to launch a dedicated online portal for VASPs to provide information and compliance support, alongside nationwide public awareness and engagement activities. The BoG reiterated its commitment to fostering a safe, transparent, and innovative virtual asset ecosystem that protects users, encourages responsible innovation, and safeguards the integrity of the financial system.
