
Andy Thomas Owusu, the second accused in the corruption case involving former presidential staffer Charles Bissue, has applied for a plea bargain with the Office of the Special Prosecutor (OSP). Owusu, a special aide to Ashanti Regional NPP Chairman Bernard Antwi Boasiako, faces multiple corruption-related charges alongside Bissue.
During a court hearing on May 29, 2025, state prosecutors informed the Accra High Court that plea negotiations were underway and requested additional time to finalize the agreement. The court adjourned the matter to June 4, 2025, to allow for completion of the plea negotiations.
Owusu and Bissue are standing trial over alleged involvement in corruption and abuse of office, stemming from claims that Bissue accepted bribes totaling GH¢35,000 to fast-track the renewal of an expired mining license for ORR Resources Enterprise. Both accused pleaded not guilty during their first court appearance on May 6, 2025 .
