Ghana to Remove E-Levy by Month-End, Pending Budget Approval

Deputy Finance Minister Thomas Ampem Nyarko has confirmed that the Electronic Levy (E-Levy) will be removed by the end of March 2025, pending the approval of the 2025 budget and appropriation. Speaking on Channel One TV’s OXFAM Tax Dialogue, Nyarko explained that once Parliament finalizes the budget process, the E-Levy removal will take effect.

Nyarko emphasized that the removal will happen as soon as the budget and appropriation are approved, which is expected by March 31. “So all things being equal, from April you will see that all things will be done,” he stated.

Beyond tax reforms, Nyarko highlighted the need for a comprehensive review of Ghana’s investment climate. Despite the country’s strong democratic reputation, which attracts foreign investors, other factors are discouraging investment inflows.

Nyarko noted that Ghana hasn’t fully leveraged its democratic credentials and urged for deeper analysis and stakeholder engagement to identify and resolve investment barriers. He emphasized the importance of discussing what Ghana “might not be doing right” to improve the investment climate.
