Ghana’s Minister of Interior, Mohammed-Mubarak Muntaka, has reaffirmed his commitment to swiftly implementing the Narcotics Control Commission Amendment Bill, 2023. This bill, passed by Parliament on July 12, 2023, empowers the Minister of Interior to grant licenses for the cultivation of cannabis with controlled THC content, marking a significant shift in Ghana’s drug regulatory framework.
During his vetting in Parliament on January 24, 2025, Muntaka assured the public that the bill will be addressed promptly, with input from key stakeholders, including President John Dramani Mahama. He emphasized his strategy, stating that he will consult with experts and ensure the bill aligns with the President’s vision before moving forward.
The Narcotics Control Commission Amendment Bill has its roots in Ghana’s commitment to combating global drug trafficking and abuse. The bill represents an effort to align Ghana’s narcotics laws with constitutional standards and international best practices, potentially opening avenues for regulated cannabis cultivation and associated economic benefits.
The Commission’s mandate includes enforcing narcotics laws, regulating the use of narcotic drugs, educating the public, and coordinating with national and international bodies to curb drug abuse and trafficking. With the implementation of this bill, Ghana takes a significant step towards regulating cannabis cultivation, which could lead to economic growth and development.
