Mubarak Mohamed Muntaka, Minister-Designate for the Ministry of Interior, has pledged to tackle the long-standing issue of delayed promotions and transfers within Ghana’s security services. Speaking during his vetting on Friday, January 24, 2025, Muntaka acknowledged the widespread frustration among security personnel and emphasized the need for reforms to ensure efficiency and fairness.
Muntaka identified the root cause of the problem as confusion surrounding existing regulations. For instance, guidelines stating that an officer should stay in a position for “at least four years” are often misinterpreted to mean a maximum of four years. This misinterpretation leads to unrealistic expectations about automatic transfers or promotions.
To address these challenges, Muntaka proposed codifying promotion and transfer processes. He stressed the importance of creating a clear, documented system that outlines the criteria for advancement, ensuring merit-based decisions. This, he believes, will not only motivate security personnel but also bring fairness to the system.
Muntaka assured the committee of his determination to bring vibrancy and transparency to the system, ensuring that security personnel are fairly treated and motivated to give their best. With his commitment to reform, Muntaka aims to restore the morale of Ghana’s security services and promote a more efficient and effective system.
