Operation Recover All Loot (ORAL) is a key initiative aimed at restoring financial integrity and public confidence in Ghana’s state institutions. Led by a five-member team with expertise in law, auditing, law enforcement, and investigative journalism, ORAL’s primary objective is to investigate corruption cases, recover stolen resources, and prosecute offenders.
The team, comprising Samuel Okudzeto Ablakwa, Daniel Domelovo, COP (Rtd.) Nathaniel Kofi Boakye, Martin Kpebu, and Raymond Archer, will focus on suspected corruption activities, especially those under the outgoing administration.
Some high-profile cases ORAL will investigate include:
- Presidential Jet Scandal: Allegations of wasteful spending on luxury private jets for international travel, costing taxpayers between GHS 2.8 million and GHS 4 million per trip.
- National Cathedral Project: Payment of salaries to cathedral board members despite no work done since March 2022.
- Ambulance Procurement Scandal: A dubious transaction involving $34.9 million for spare parts for 307 ambulances, with each ambulance costing far more than its actual value.
- Sputnik V Vaccine Scandal: An attempt to procure vaccines at inflated prices, with reports showing a cost of $19 per dose instead of the expected $10.
Other cases include the GH₵21.3 Billion COVID Expenditure,
US$130 Million Frontiers Covid Testing Scandal, US$11.9 Million Payment for Abandoned Pwalugu Dam project, and GH₵250 Million Single-Sourced and Inflated contract.
By fostering accountability and improving governance, ORAL seeks to create a stable and trustworthy business environment, reassuring Ghanaians of restoring integrity to public administration.
