The NDC Minority Caucus in Parliament has expressed disappointment over the government’s failure to present expenditure in advance of appropriation, as required by Article 180 of the Constitution. This failure, according to the Minority Caucus, means that public services will be left uncatered for in the first quarter of 2025.


In a statement, the Minority Caucus noted that the outgoing President, Nana Akufo-Addo, had failed to bring before Parliament a proposal for expenditures to cater for the first quarter of 2025, despite the Appropriation Act for 2025 not coming into force until later.
However, the Minority Caucus has assured Ghanaians that the incoming NDC government will act quickly to address the situation. According to the Minority Leader, Cassiel Ato Forson, the Vice President can present the expenditure in advance of appropriation to Parliament after the swearing-in on January 7, 2025.
The Minority Caucus has also cautioned the outgoing government that they will be responsible for all unmet commitments and obligations of the state from January 1 to January 7, 2025. The Caucus has thanked the Speaker, Members of Parliament, and staff of the Parliamentary Service for their hard work and dedication to duty, and wished Ghanaians a Merry Christmas and a Happy New Year.
