The Public Accounts Committee (PAC) of Parliament has expressed strong dissatisfaction with the Controller and Accountant General’s Department (CAGD) over its failure to recover substantial state funds locked up with various companies and state institutions.
During a session in Parliament, the Committee scrutinized the 2023 Auditor-General’s report on public accounts, revealing that a staggering GH¢61 billion of state funds remain uncollected, with only GH¢46 million retrieved so far.
The Auditor-General’s report highlighted the need for a more robust tracking system to ensure proper recording and traceability of transfers. Appearing before the Committee, Acting Controller and Accountant General Kwasi Adjei acknowledged the Department’s shortcomings, citing their role in providing public financial management services under the Ministry of Finance.
Adjei also revealed that a joint committee team has been established with the Ministry of Finance to oversee the recovery of outstanding debts. The PAC’s scrutiny also extended to the National Youth Authority, National Sports Authority, and Ghana Water Company Limited, with officials appearing before the Committee to address queries raised by the Auditor-General.
