Gabriel T.K.A. Kwamigah-Atokple, the Volta Region’s representative on Ghana’s Council of State, has leveled serious allegations against the leadership of the Economic and Organised Crime Office (EOCO), accusing the agency of exceeding its legal authority, disregarding a court judgment, and tarnishing his reputation.
In a sharply worded statement dated March 30, 2026, Kwamigah-Atokple demanded a public apology from EOCO’s Acting Executive Director, Raymond Archer, warning that failure to comply would result in immediate legal action.
The Council of State member has also reportedly submitted a formal petition to President John Mahama, urging the dismissal of both Archer and his deputy. He cited what he described as a pattern of misconduct and abuse of office.
Kwamigah-Atokple traced the origins of the dispute to November 2025, when EOCO launched an investigation into Sesi-Edem Company Limited,a firm he founded,over allegations of fraud and money laundering tied to a gold supply contract with JG Resources Ltd.
On November 19, EOCO formally summoned the company’s Managing Director, requesting documentation including contracts, payment records, and proof of gold deliveries. Just a day later, EOCO escalated the matter by freezing the company’s bank accounts under provisions of the EOCO Act, instructing financial institutions to block all transactions pending the outcome of the probe.
Kwamigah-Atokple insists that his company complied fully with EOCO’s demands. Legal counsel submitted the requested documents, which were officially acknowledged, and the Managing Director appeared before EOCO on December 3, 2025, providing a written statement and undergoing an interview.
He maintains that the dispute centers on a commercial agreement between Sesi-Edem and JG Resources Ltd, covering gold deliveries from June 2025 to June 2026. By November 2025, he claims that over half,specifically 58%,of the contracted gold had already been delivered, a fact he says was confirmed by both the complainant and EOCO during proceedings.
With the contract still active and months remaining before its deadline, Kwamigah-Atokple argues that EOCO had no grounds to label the remaining deliveries as fraudulent. He also refutes EOCO’s assertion that the transaction was unauthorized, stating that Sesi-Edem held all necessary licenses.
The matter reached a turning point on March 19, 2026, when the High Court in Adentan issued a ruling that allegedly found EOCO’s actions unlawful and in breach of constitutional standards of fairness. The court ordered the immediate lifting of the freeze on the company’s accounts and determined that the dispute was civil in nature, not criminal, placing it outside EOCO’s jurisdiction.
Despite the ruling, Kwamigah-Atokple accuses EOCO of continuing its investigation and publicly challenging the court’s decision. He further alleges that Archer engaged in “media theatrics” by declaring him a wanted individual without issuing a formal summons or following proper legal procedures.
He described EOCO’s conduct as reckless and bordering on contempt of court, claiming the agency has prioritized public spectacle over lawful enforcement since Archer assumed leadership.
In a major escalation, Kwamigah-Atokple confirmed that he has petitioned President Mahama to remove Archer and his deputy, citing abuse of power, disregard for judicial authority, and misuse of EOCO’s mandate to damage reputations rather than uphold justice.
He warned that EOCO’s actions threaten public trust in Ghana’s institutions and undermine the credibility of the legal system. He issued a 12-hour ultimatum for EOCO to retract its statements and issue a full apology, stating that failure to do so would trigger legal proceedings to defend his name, his business, and the authority of the courts.

“Restraint is not weakness,” he said, emphasizing his commitment to the rule of law while making clear that he will respond forcefully if provoked.
As of now, neither EOCO nor Raymond Archer has issued an official response to the allegations.
