The Minister for Finance, Dr. Cassiel Ato Forson, has disclosed that the government is considering a proposal to allow the Judiciary to retain 100 percent of its Internally Generated Funds (IGF) to tackle urgent operational challenges and infrastructure deficits.
This announcement followed a courtesy call paid to the Ministry by the Chief Justice, Justice Paul Baffoe Bonnie, who was accompanied by Supreme Court Judge Justice Gabriel Pwamang, the Acting Director of the Ghana School of Law, Prof. Raymond Atuguba, and the Judicial Secretary. Also in attendance was the Attorney-General and Minister for Justice, Dr. Dominic Ayine.
During the meeting, the Chief Justice expressed appreciation for the Ministry of Finance’s ongoing support but identified severe congestion within the courts as a primary obstacle to the effective delivery of justice. Justice Baffoe Bonnie outlined several strategic solutions currently being developed to ease the pressure on the legal system and raised additional concerns regarding the general working conditions of judicial staff.
In response, Dr. Forson pledged to work in close coordination with both the Judiciary and the Ministry of Justice to resolve these issues. The proposed shift toward full IGF retention is being examined as a key fiscal measure to provide the Judiciary with the necessary autonomy and resources to improve its facilities and streamline justice delivery across the country.
