Accra, December 16, 2025 — Cybele Energy Limited, a Ghanaian-owned and woman-led enterprise, has formally commemorated the signing of an offshore exploration agreement with the Cooperative Republic of Guyana. The press conference, held in Accra, marked a transaction that advances commercial interests while reshaping the narrative of African participation in upstream oil and gas. It is the first African company awarded an oil block in Guyana.

Dr. John Apea, Head of Mission in Ghana for the Commonwealth Enterprise and Investment Council, described the agreement as “a powerful testament to the Commonwealth advantage.” He emphasized that Cybele Energy is the first African-owned and first woman-led energy company to secure an offshore oil block in Guyana. According to him, the deal signals the beginning of a deeper strategic relationship between Ghana and Guyana, promising enduring collaboration beyond transactional exchange.
CEO’s Vision
Delivering the keynote address, Mrs. Beatrice Jones Mensah-Tayui, Founder and Chief Executive Officer of Cybele Energy, affirmed:
“This agreement represents a significant milestone for Cybele Energy and for African participation in the global upstream sector. We are honoured to partner with the Government of Guyana and look forward to responsibly advancing exploration activities while creating long-term value for all stakeholders.”
She announced that Cybele Energy has paid a signing bonus of $17 million to the Government of Guyana, in full compliance with the country’s revised petroleum framework. She pledged adherence to Guyana’s local content legislation, promising investments in:
- Training and capacity building
- Healthcare initiatives
- Infrastructure development
- Community programs
She also emphasized that the breakthrough is not merely a corporate milestone but a gateway to new opportunities for the Guyanese people. Under the banner of Partnership and Collaboration, she underscored that the agreement is rooted in doing business with local partners, whose knowledge of the terrain and cultural context enriches the venture.
