A Crossroads of Principle

In the wake of the turbulent vetting of presidential candidates Dr. Eunice Cromwell and Mr. Effah Ameyaw, the Ghana National Council of Metropolitan Chicago (GNC) stands at a constitutional crossroads.

What should have been a moment of democratic clarity has instead devolved into a battleground of selective interpretation, legal gymnastics, and historical amnesia. At the heart of this controversy lies a simple but powerful truth:

Practice, precedent, and integrity must outweigh technicalities and opportunism.

The Constitution and Its Spirit

The GNC Constitution is unambiguous in its intent. The electoral executive committee must comprise three candidates:

  • The President and their running mate (Vice President)
  • The Treasurer
  • The Sergeant-at-Arms

The Council’s current operational framework was formally established in the landmark 2001 amendment. Though never filed with the Cook County Recorder of Deeds, this foundational structure has guided the Council’s affairs with enduring authority for nearly a quarter-century. In 2006, a subsequent amendment,ironically recorded, introduced partial modifications to the 2001 provisions. However, it did not supersede the original framework. Should the 2001 amendment be invalidated, the 2006 revision stands legally and functionally void, lacking the independent force to govern in its predecessors absence.

Practice Is Law in Motion

For nearly a quarter-century, the GNC has operated under the 2001 amendment. It has been the living law of the Council, guiding elections, titles, and disqualifications.

To now argue that this amendment is invalid simply because it wasn’t filed is not only disingenuous, it’s dangerous.

Governance experts agree: in the absence of formal filing, consistent practice becomes binding precedent. The GNC has repeatedly enforced this amendment, including disqualifying presidential aspirants who failed to present running mates.

In 2003, Mr. Timpo made a principled stand: he refused to accept an imposed Vice President, choosing integrity over convenience. Without a VP of his choosing, he stepped aside, sending a powerful message about leadership autonomy.

The same issue resurfaced in 2005. Again, the Council upheld the rule. One of the presidential aspirants was disqualified due to lack of running mate! Even in the most recent elections, the requirement stood unquestioned.

Precedent Is Not Optional

Precedent is the backbone of any democratic institution. It ensures continuity, fairness, and legitimacy.

Two presidential hopefuls were previously disqualified for failing to meet the running mate requirement. To now abandon that rule midstream, because it suits the agenda of a few, is to undermine the very foundation of the Council’s credibility.

If the argument against the 2001 amendment were to hold, the entire executive structure would collapse. Titles would be nullified. The Council would revert to a bygone era of an elected chairman as moderator and the President called Secretary General.

Is that truly what the community wants? Or is this a selective rebellion against rules that no longer serve personal ambitions?

The Danger of Selective Interpretation

Let us be clear: constitutional interpretation must be consistent, not convenient.

To cherry-pick which amendments to honor based on filing status is to weaponize the law. It sets a precedent where rules are bent, not upheld, and history is erased, not respected.

This is not just a legal debate. It is a moral one.

The GNC must ask itself: Are we as a Council governed by principle, or by preference?

The GNC must honor its legacy, uphold its precedent, and respect the practice that has guided it for 24 years.We call upon the current council membership to uphold the highest standards of fairness and integrity. To permit this situation to persist is to tacitly endorse an imbalance that clearly favors one candidate, undermining the credibility of the process and the trust of the community.

Anything less is a betrayal of the very constitution it claims to defend.

Let the Truth Stand

Let the rules rule.
Let integrity lead.
Let the community rise above confusion and reclaim its democratic dignity.

  1. What will prevent one from choosing a running mate. This is common sense. Not even a constitutional matter. So we all know who will take your place when something happens . It may be a small but important factor be4 u are elected. Using the promise of a VP to lure votes from unsuspecting affiliates… simple. This is cheating to win the elections . GNC president stand up to this nonsense.

  2. This is just a strategic move to win votes . Has nothing to do with constitution. Both candidates know better . Why don’t they have a running mate ? They should be disqualified. What is wrong with us ?

    Nothing good comes from the Blackman unfortunately. We quarrels over minor amd common sense issues. Is he running for president or general secretary. Nonsense . I heard they want to close the Ghana clinic . Good for them .

    Having known Eunice Cromwell for over a decade, starting from a fellow floor nurse, to being her supervisor, in our nursing career, to the tables turning to my being under her leadership and being one of her # 1 support in the advancement of her carrer, and her vision of creating one of the most successful African Healthcare initiatives through her vision and dream of The Ghanaian Community Free Clinic, in the Chicagoland area, and truly, the world, i proudly endorse her for this prestigious position as the next President of the Ghana National Council. Dr. Eunice Cromwell is the true example of modern age of how our generation will bring the type of positive leadership that our exceptional forefathers like Kwame Nkuruma and Kenneth Kaunda brought to this world.
