Finance Minister Dr. Cassiel Ato Forson has confirmed that the Deloitte Audit Report concerning the Development Bank Ghana (DBG) will be forwarded to the Attorney General for the necessary legal steps. This decisive action follows a consultative meeting the Minister held with the bank’s key Development Partners, including the World Bank, the African Development Bank (AfDB), Germany’s KfW, and the European Investment Bank (EIB), where a clear consensus on the need for decisive action was reached. The submission signals the government’s intent to pursue accountability for any findings of wrongdoing revealed in the audit.

Accountability Non-Negotiable as DBG Enters ‘New Dawn’

Dr. Forson was emphatic that “accountability is non-negotiable” and stressed that those who contributed to the weakening of the institution will be held responsible. He framed the move as the start of a “new dawn” for the DBG, reinforcing the government’s commitment to clean governance. The Minister affirmed that President John Mahama remains resolute in ensuring the DBG fulfills its critical mandate of supporting Ghana’s economic transformation agenda. This firm stance on accountability aims to rebuild public trust and assure development partners of the institution’s future integrity.

Rapid Appointment of New Leadership and Governance Structure

The restructuring of the DBG’s leadership is set to be formalized quickly. The Minister announced a new, competitively selected Chief Executive Officer will be formally appointed by Monday.

Furthermore, the process of constituting a new Board is scheduled to be completed by the end of October. This swift replacement of top management is designed to provide stable and principled leadership as the bank moves forward under renewed scrutiny and commitment to its development role.

Partnerships Reaffirmed Amid Commitment to Transparency

The DBG’s Interim Board Chair, Albert Essien, reaffirmed the Bank’s commitment to transparency, accountability, and prudent governance during the meeting with the Development Partners. The partners, who are crucial financiers and stakeholders of the DBG, welcomed these measures, indicating their continued support for the institution’s revamped direction. To bolster this future, the DBG is also currently finalizing its Corporate and Action Plans to ensure a stronger and more sustainable path moving ahead.
